This kit fits all 1999 and later FLHR (Road King®) models, FLTR (Road Glide®) and FLHT (Electra Glide® standard) models having license plates measuring a maximum of 7-1/4 x 4-1/4 inches (184 x 108 mm). Also fits 2003 FLHRSEI2 (Screamin’ Eagle® Road King). Does not fit with Detachable Tour-Pak Rack, part number 53276-04. Does not fit 2002 FLHRSEI (Screamin’ Eagle Road King). Kit Contents See Figure 1. INSTALLATION 1. Remove the license plate from the vehicle (if installed). Remove the two hex head bolts holding the original equipment (O.E.) license-plate bracket in place. The bolts and license-plate bracket can be discarded. 2. See Figure 1. Remove the license plate from the vehicle (if installed). Retain the plate and attaching hardware. NOTE Before removing rear wiring, note wire routing. -J04856 1 of 10 3. Remove the rear lamp wiring from behind the wire channels (3) on the underside of the fender. 4. Disconnect the two-way license lamp connector [93] and the four-way right [18] and left [19] stop/tail/turn (STT) lamp connectors from the STT module in the area under the seat. 5. Remove the two 5/16-18 screws (5) retaining the license plate bracket mount assembly (4) to the fender support. 6. Remove the license plate illuminator (6) from the license plate bracket mount assembly. Save the illuminator. The bracket mount (4) and four screws (5, 7) can be discarded. 7. Proceed to License Bracket and Illuminator Assembly . For Models WITH a Center Tail Lamp NOTE On these models, the license plate illuminator is part of the center tail lamp and is not removed. 1. Remove the three screws retaining the license plate bracket to the tail lamp housing. Remove the bracket and set aside for later assembly. 2. Proceed to Rear Lamp Wiring, For Models WITH a Center Tail Lamp and RED Stop/Turn Signals or AMBER Turn Signals . LICENSE BRACKET AND ILLUMINATOR ASSEMBLY For Models WITHOUT a Center Tail Lamp 1. See Figure 7. Get the new license plate bracket (3), illuminator cover (4), spacer (6) and two M4 screws (5) from the kit, and the license plate illuminator (A) removed from the original equipment (OE) license plate bracket. 2. See Figure 2. Assemble the illuminator (1), spacer (2) and cover (3) to the license plate bracket (5) in the sequence shown, and tighten the screws (4) securely. 3. Get the STT relocation weldment (6), two screws (7) and two flat washers (8) from the kit. 4. Apply a few drops of Loctite 271 – Red to the clean screw threads. Assemble the license plate bracket to the weldment as shown, and tighten the screws to 120 in-lbs (13.6 N-m) . NOTE If using a metal tool to install the black nuts, protect the finish with cloth or paper to prevent damage. 5. Loosely install the black painted nuts (9) onto the threaded studs on each side of the STT relocation weldment. 6. Remove the wires and socket terminals from the two-way license plate illuminator socket housing. Set the socket housing aside for later installation

1. Remove the license plate. Remove the license plate mounting bracket from the fender. Remove the two screws from the tail light lens and pull the light outward, unplug the wire connector and set aside. Unplug the turn signal wire connectors from the tail light base and push them out thru the hole in the fender. Looking up underneath the rear fender remove the wires from the clips that secure them to the bottom side of the fender. Cut the wires 2″ from the plugs as shown in photo 1. 2. Unscrew the signal housings from their mounting stems while rotating the wires on the inside of the fender so as not to twist them off while unscrewing the signal from the stem. Remove the signals pushing the wires thru from the inside while pulling the signal outward. Remove the nuts from the backside of the fender that secure the stems and remove the stems. 3. Assemble the license/turn signal bracket, turn signals. Place the smaller reinforcing bracket inside the license plate bracket. Locate the two supplied 5/16″ X 1″ bolts with holes drilled thru the center and the two supplied 5/16″ long spacers. Place the bolts thru the brackets from the inside, threads facing outward followed by the spacers. Thread the wires of the signals thru the bolts and thread the bolts into the signals and snug the bolts. 4. Mounting the LED lights a. Locate the supplied LED tail/brake lights. NOTE: this license plate holder is designed for the new U.S. standardized 7″ wide license plate. If you have an old style wider plate call us at the phone number below and we will send you a separate set of chrome brackets to work with your larger plate at no charge. b. Install the lights as shown in photos 2 & 3. Thread the wires of the LED lights thru the lower holes in the license bracket, peel the adhesive backing and press them firmly in place. Cut the wires off at about 18″ long. c. Install the license plate bracket with signals and LED lights onto the rear fender as shown in photos 2 & 3. Place the two supplied 1/4″ X 1″ flat head screws thru the license plate mounting block. Notice that the thicker half of the mounting block goes toward the top of the fender. d. Next route all the wires from the right turn signal and LED into the slot or notch on the backside of the mounting block followed by the rubber mounting gasket. Install the two nuts from the underside of the fender (Removed from the original license bracket.) onto the two flat head screws and snug them being sure the wires are all in the slot of the mounting block. Run all of the signal and LED wires thru the hole in the fender to the left of the mounting block. e. Install the license plate assembly onto the mounting block using the two supplied 1/4″ X 1/2″ flat head screws. Check the slack from all the wires and again be sure the wires are not pinched between the mounting block and the fender. Tighten all four flat head screws securely. Align the turn signals and tighten their mounting bolts securely.

REMOVAL 1. Remove the saddlebags and left side cover. To prevent accidental vehicle start-up, which could cause death or serious injury, remove main fuse before proceeding. (00251b) 2. Gently open the adhesive conduit at the split line to release the rear fascia light harness. 6. At the rear of the motorcycle, spread the top of the fascia to release from the top studs at the side of the fender and then pull the bottom in a downward direction to release the fascia from the fender. If necessary, gently wiggle the fascia while pulling. 7. 2006-2008 models only: On the left side of the motorcycle, remove the bolt (with flat washer) to remove the passenger seat strap and saddlebag front mounting bracket from the chrome frame tube cover. 8. Remove the screw and chrome frame tube cover. NOTE ALL models: Make note of the wire routing and location of all cable straps. New light wiring installs the same way. 9. See Figure 2. Release the rear fascia light wires from the wire clip (1). Cut the cable straps (2) to release the rear fascia light harness (3) and radio antenna cable. 10. 2006-2008 models: Disconnect the rear fascia light connector [12B] located inboard of the upper frame tube. 2009 and later models: Disconnect the rear fascia light connector [12B] located to the rear of the fuse panel. 11. Route the rear fascia light wires forward through the cable clip at the top of the radio antenna bracket and then upward in front of the saddlebag rear mounting bracket to the inboard side of the upper frame tube. 2. 2006-2008 models: On the inboard side of the upper frame tube, mate the pin and socket housings of the rear fascia light connector [12]. 2009 and later models: To the rear of the fuse panel, mate the pin and socket housings of the rear fascia light connector [12]. 3. Using the slotted hole, install a new cable strap to secure the rear fascia light wires and radio antenna cable to the rear fender support. 4. Install a new cable strap to secure the rear fascia light wires and radio antenna cable to the shoulder of the upper frame tube (just in front of the air valve mounting bracket).

1. Remove the license plate. Remove the license plate holder assembly from the rear fender (three 8mm Allen bolts 5mm wrench). Remove the five 4mm Allen screws underneath the rear fender which secure the taillight/turn signal assembly to the rear fender (3mm wrench). As shown in photo #2, pull the taillight assembly out away from the fender, turn it over, place a towel or rag between the light and fender and allow it to rest on the fender. 2. Locate the supplied triangular license plate mounting block, two 8 x 20mm Allen screws with holes driiled thru and three rubber washers. Place the two Allen screws thru the upper holes in the block and the rubber washers over the screws on the backside of the block. Start the screws into the upper holes on the fender. Use one of the three screws removed earlier from the original mount in the remaining lower hole of the new block sliding the remaining rubber washer between the block and fender. Tighten all three Allen screws secure enough to compress the rubber washers (4-6 ft lbs.). 3. Locate the supplied license plate mounting plate and LED lights. Cut off the excess red and black wires at the end of the black loom or tube. Referring to photo (1) thread the wires of the LED lights thru the small holes in the mounting plate, peel the cover from the adhesive backing on the lights and press them firmly into place as shown. 4. Locate the three supplied ¼” x ½” flat head Allen screws. Hold the plate up to the mounting block installed earlier with the wires at the bottom of the plate. Thread the wires from the LED lights thru the holes in the upper bolts of the block. Install the plate onto the block using the three flat head screws being sure to keep the exposed wire behind he plate as short as possible and fitting into the slot or cut out at the edge of the block. Snug the screws and again check to see tat the wires are in the slot or cut out in the block and do not become pinched as the screws are tightened. Tighten the screws securely. 5. Where the wires from the taillight go thru the fender there is a grommet, pull this grommet out from the fender. Thread the wires from the LED lights thru the grommet with the other wires. Replace the grommet into the fender and remove any slack from the wires under the fender. Cut the LED wires off at 6″ past the grommet. 6. Referring to photo (2) remove 2″ of the black tubing exposing the red and black wires on the LEDs. Locate the supplied brake/tail light dual function element (a red wire at one end with a red and orange wire at the other) and wire connectors. Cut all three wires on the dual element to 3″ long. Strip the end of the single red wire on the element and both of the red wires from the LEDs then connect them using one of the blue butt connectors. Connect the two black wires from the LEDs to any one of the black wires on the tail light or signals using one of the supplied splice connectors (place both black wires into one of the holes on the connector). Using the remaining splice connectors attach the red wire from the dual element to the yellow wire on the tail light and the orange wire to the blue wire on the tail light. Turn on the ignition and check that the LEDs are working both as tail and brake lights when the brakes are applied.

INSTALLATION 1. Remove all contents from Tour-Pak®. 2. For easier installation, remove Tour-Pak rack, if installed, by removing cap screw, washers and mounting pads. 3. See Figure 1. Remove rubber plug from bottom rear rail on left side of rack. 4. See Figure 2. Use line wire feeder in kit to thread through left rear rack foot and out through the back opening of rail. 5. Attach light harness wires to line wire feeder loop. 6. Carefully pull line wire feeder and light harness wires through rack mounting foot. 7. See Figure 5 and Table 1. Attach the Y-harness (2) to the three pin male connector (1) of Tour-Pak harness. 16. Route light wires from back of Tour-Pak along left side to front. Secure conduit with adhesive clips provided in kit. 17. Trim length of light wires and conduit to reach Y-harness. 18. Refer to the Service Manual electrical appendix to install terminal pins (8) to rack light wires and install terminals to three pin housing (7) as follows: a. #1 cavity = blue lead b. #2 cavity = red with yellow lead c. #3 cavity = black lead 19. Connect rack light to remaining Y-harness connector. 20. Replace Tour-Pak liner. 21. Check operation of Tour-Pak tail and stop light functions before operating motorcycle. 22. Classic models: See Figure 4. If necessary, drill hole in lower left bottom of Tour-Pak and install grommet. Route rack light wires through grommet. 23. Refer to the Service Manual electrical appendix to install terminal receptacle (8) to rack light wires and install terminals to three pin receptacle housing (7) as follows: a. #1 cavity = blue lead b. #2 cavity = red with yellow lead c. #3 cavity = black lead NOTE To prevent corrosion, fill the cavities of the connectors with dielectric grease (included in kit) prior to making connections. As an additional precaution against moisture seepage into the Tour-Pak, apply silicone sealant (not included in kit) to the entrance of the light harness wire tunnel. See figure 2 for location reference. 24. Connect rack light to male connector of two connector wire harness (12) and connect to accessory connector under seat. 25. Replace Tour-Pak liner. 26. Check operation of Tour-Pak tail and stop light functions before operating motorcycle

INSTRUMENT AND CONTROL FUNCTIONS 3-1 3 EAU10460 Main switch/steering lock The main switch/steering lock controls the ignition and lighting systems, and is used to lock the steering. The various positions are described below. EAU10540 ON All electrical circuits are supplied with power, and the meter lighting, taillight, license plate light and position lights come on, and the engine can be started. The key cannot be removed. NOTE: The headlight comes on automatically when the engine is started and stays on until the key is turned to “OFF”, even if the engine stalls. EAU10660 OFF All electrical systems are off. The key can be removed. EAU10680 LOCK The steering is locked, and all electrical systems are off. The key can be re- moved. To lock the steering 1. Turn the handlebars all the way to the left. 2. Push the key in from the “OFF” position, and then turn it to “LOCK” while still pushing it. 3. Remove the key. To unlock the steering Push the key in, and then turn it to “OFF” while still pushing it. WARNING EWA10060 Never turn the key to “OFF” or “LOCK” while the vehicle is moving, otherwise the electrical systems will be switched off, which may result in loss of control or an accident.
