Place motorcycle on flat and level ground with side stand securely in place. Before installing fasteners we recommend you apply a small amount of Loctite ®medium strength #243 thread retaining compound (or similar brand) to the threads of the button head screws (a) referenced on page 3 and to the M8 x 50 fasteners supplied in Bag 914. (Thread Lock) INSTALLATION OF EYEBROW 1. Start on right side of the motorcycle and remove the 2 bolts from the fender and trim rail. Remove rear trim rail. Store bolts and trim rail, they will not be re-used. (5mm Hex Wrench) SPOOL ASSEMBLY, FRONT AND REAR 2. Assemble front and rear spool assemblies into the right eyebrow (4) and fender. Do not fully tighten. This will allow some movement which aids in the side plate installation. (5mm Hex Wrench) Figure 1. After final assembly fender mount screws will torque to: 22 Nm (17 ft/lb) 3. Repeat steps 1-2 for the left side fender assembly

Installation While handling and installing tool box, be careful not to scratch surface. 1. See Service Parts Illustration. Install tool box (1) to mounting bracket (6) using button head screws (2) and washers (5). Screws (2) should be inserted through mounting holes on inside of tool box (1) and then inserted through bracket (6) holes and threaded into weld nuts attached to bracket. 2. Remove and save the two screws that secure left rear fender support to motorcycle frame. 3. Remove two bolts, nuts, and washers that secure debris deflector to motorcycle frame. This will allow you to move debris deflector out of the way when installing new passenger footpeg support bolt. Save hardware for reinstallation. 4. For 1990 to 1999 Softails: If tool box is being installed with passenger footpeg, remove the hex head bolt and left passenger footpeg. Retain footpeg and lockwasher for reinstallation. Discard bolt . If tool box is being installed without passenger footpeg, remove hex head bolt and left passenger footpeg. Discard footpeg. Retain bolt and lockwasher. For 2000 and later Softails: See page 3 . Remove footrest from clevis. Remove clevis from frame by removing cap screw from center of clevis. If tool box is installed with footpegs, keep all hardware. If toolbox is to be installed with footboards, discard hardware. 5. Slide top of mounting bracket (6) between rear fender support and frame. Align top holes in bracket with fender support holes. Align lower bracket hole with footpeg mounting hole in frame. Install the two screws, removed in Step 2, in fender support. Do not tighten screws at this time. 6. For 1990 to 1999 Softails: Place lockwasher retained in step 4 on footpeg support hex head bolt (3) from kit. CAUTION 1 of 3 For 2000 and later Softails with footpegs: Install kit 49352-00 according to instructions included in this kit. Footpeg must fold up at a 45°angle (from vertical) toward rear of motorcycle. This angle allows footpeg to fold up if, by accident, it strikes the ground surface when making a sharp turn. Failure to set footpeg to the proper fold-up angle could result in death or serious injury. 7. For 1990 to 1999 Softails: Position footpeg so it folds up and back at a 45°angle. Install bolt (3) from kit through frame, tool box bracket (6), and spacer (4), into footpeg, as shown. NOTE If vehicle is equipped with saddlebag support bracket, Part No. 90346-90 or 90346-94, position saddlebag support bracket between tool box bracket and spacer.

INSTALLATION 1. See Figure 1. If not already assembled in package, assemble V-logo onto each mounting bracket (2 and 3) using #4-40 thread-forming screws (5). 2. Position luggage rack between sideplates of detachable passenger backrest assembly. 3. Thread button head screws (7) through washers (6), then through holes in luggage rack support and passenger backrest sideplate and into mounting brackets (2 and 3). Apply LOCTITE 243 (Blue) to screws (7) before installation. Finger tighten. 4. Tighten button head screws to 19 ft-lbs (26 Nm) . Installation KITNUMBER 49087-01 1. Remove and save fasteners that retain saddlebag guardrails. 2. Replace stock saddlebag guardrails with new guardrails from kit. 3. Screw in and torque each stock fastener as follows: a. Four stock screws, Part No. 3678, using two new locknuts (1), Part No. 7667. Torque each screw to 19 ft-lbs. b. Two stock screws, Part No. 3601 using two new locknuts (2), Part No.7686. Torque each screw to 9 ft-lbs. For Domestic FLHRC/I Vehicles Only. (Does not apply to Harley Davidson International (HDI) vehicles): Federal Motor Vehicle Safety Standard (FMVSS) 108 requires all motorcycles to be equipped with side reflectors. Install, or have Dealer install, the reflectors, Part Nos. 59370-98 and 59371-98, which are purchased separately. Loss of visibility to other motorists could result in death or serious injury. 1. See Service Parts illustration. Position reflector so it is centered on the vertical portion of the saddlebag guard 1″ above the top end of the lower bend where the radius turns upward. Measure and use a small piece of tape to mark location for attachment of the lower edge of the reflector at the 1″ mark. 2. Remove protective tape backing from one reflector. Locate reflector above the 1″ mark. Apply reflector, using even pressure by rubbing back and forth on reflector. Repeat for other side. Note Reflectors are specific for each side. Reflectors have a flat end and a curved end. The curved end goes down. Top edge should be horizontal when positioned on guard. If not, reflector is for opposite side. KITNUMBER 49088-01 1. Remove and save fasteners that retain saddlebag guardrails. 2. Replace stock saddlebag guardrails with new guardrails from kit. 3. Using four hexsocket button head screws (4) removed earlier, attach saddlebag guards using the remaining two existing holes in each guardrail. 4. INSTALLATION Preparation Models WITH maxi-fuse: To prevent accidental vehicle start-up, which could cause death or serious injury, remove maxi-fuse before proceeding. (00251a) 1. Refer to the Service Manual and follow the instructions given to remove the maxi-fuse. Models WITHOUT maxi-fuse: To prevent accidental vehicle start-up, which could cause death or serious injury, disconnect negative (-) battery cable before proceeding. (00048a) 1. Refer to the Service Manual and follow the instructions given to remove the seat and disconnect the negative (black) battery cable from the negative (-) battery terminal. Retain all seat mounting hardware. 2. Remove the outer fairing. See UPPER FAIRING/WINDSHIELD (FLHX, FLHT/C/U), OUTER FAIRING/WINDSHIELD, REMOVAL in the Service Manual. Remove the fairing cap. See UPPER FAIRING/WINDSHIELD; FAIRING CAP: REMOVAL in the Service Manual. 3. Bleed the brake fluid from the front brakes per the instructions in the Service Manual. Original Handlebar Removal NOTE Cover the front fender and the front of the fuel tank with clean shop towels to prevent scratching. Damage to the finish could result. 1. Models WITH radio: Remove the radio. See RADIO: REMOVAL in the Service Manual. Models WITHOUT radio: Remove the storage box. a. The four socket head screws fastening the storage box to the left and right radio support brackets can be accessed through the oblong holes in the fairing brackets. Use a long shank ball-end socket to remove the screws. b. Pull the storage box forward to remove it from the opening in the inner fairing. Remove brake line components carefully. Damage to seating surfaces can cause leakage. (00320a) 2. Disconnect the front brake lines from the vehicle. Additional Fitment Information Detachables NOTE If motorcycle has not been altered from fixed saddlebag hardware to accessory mounting detachable docking points. the separate purchase of Turn Signal Mounting Bar (Part Number 68611-98) is required for sufficient lock clearance. This kit is available at your Harley-Davidson Dealer. Installing these saddlebags on models equipped with a detachable sissy bar or detachable luggage rack requires the additional purchase of mounting hardware kit as follows: Hardware Kit Fitment 53075-03 2003 and later FLSTC models with detachables 53009-03 1987 through 2002 FLSTC models with detachables See Service Parts Page for kit contents. Additional weight can affect motorcycle stability, handling characteristics, and safe operating speed. Do not exceed 7 lbs. (3.18Kg) maximum load in each saddlebag. Evenly distribute weight between each saddlebag. Improper loading can cause vehicle handling problems leading to death or serious injury. Wide Tire If a wide tire kit has been installed, utilize the hardware and installation instructions found in that kit to reorient the fasteners to come from the inside to the outside of the finder. Button head screws from wide tire kit must be installed from the inside out, with the button heads on the inside of the fender. Failure to do so could result in bolt contacting tire, which could result in death or serious injury. Installation NOTE A Service Manual for your vehicle is available at your Harley-Davidson Dealer. 1. Remove seat. To prevent accidental vehicle start-up, which could cause death or serious injury, disconnect battery cables (negative cable first) before proceeding. (00048a) Disconnect the negative (-) battery cable first. If positive (+) cable should contact ground with the negative (-) cable connected, the resulting sparks may cause a battery explosion which could result in death or serious injury. (00049a) 2. Disconnect battery cables, negative cable first. 3. Following instructions in applicable Service Manual, remove original saddlebags from supports. Install Turn Signal Mounting Bar If motorcycle is not equipped with accessory mounting detachable docking points, install Turn Signal Mounting Bar (Part No. 68611-98) following instructions provided with the kit. The Hands Free interface module in this kit requires proximity to a BluetoothTM-enabled cellular phone in order to function. The phone must be a model that is compatible with the interface module (go to to view the compatibility chart), and must be paired to the interface module according to the instructions included with the cell phone. NOTE The cell phone MUST be available to the installer in the final steps of the installation (prior to re-installation of the outer fairing) in order to program and test the hands free functions. To avoid unnecessary delays, please take this into consideration when scheduling the installation. INSTALLATION 1. Remove and discard the original voltage regulator mounting screws. 2. See Figure 1. Place a chrome washer (4) onto each of the button head screws (5) from the kit. Insert the screws into the mounting holes in the new voltage regulator cover (1). Place first a spacer (2), then a Nylon washer (3) over the screw threads on the inside of the cover. 3. INSTALLATION To prevent accidental vehicle start-up, which could cause death or serious injury, disconnect negative (-) battery cable before proceeding. (00048a) Disconnect negative (-) battery cable first. If positive (+) cable should contact ground with negative (-) cable connected, the resulting sparks can cause a battery explosion, which could result in death or serious injury. (00049a) 1. Disconnect the battery cables, negative side first. 2. Remove the seat according to the procedures in the applicable Service Manual. NOTE Federal regulations require that red turn signal lenses need to be a minimum of 4 inches from the tail or stop lamp, edge to edge. In order to ensure this spacing requirement, new directional stand-offs are provided in kit and must be used to replace the original (stock) directional stand-offs. To install the new directional stand-offs, perform the following. 3. See Figure 1. Insert a small screwdriver into middle hole (1) of license plate light cover assembly (2). Lift tail lamp assembly upward and disconnect tail lamp connector (1). Disconnect left (2) and right (3) turn signal 2-place connectors. 5. See Figure 3. Remove two left side fender support front socket head screws (1). Save hardware for installation. 6. Remove left fender support capscrew (2) (under fender) near end of support and washer (3). Remove capscrew (4) at approximate midpoint of fender support and washer (5). Save hardware for installation. 7. Remove directional lamp screw (6) and washer (7). NOTE Prior to removing turn signal wires, carefully note routing. In particular, pay close attention to the locations of cable straps which must be replaced. 8. Carefully remove fender support (8), turn signal lamp (9) and directional lamp support (10) along with wiring through elongated hole in fender (11). Discard directional lamp support and cap screw. Save turn signal lamp for installa- tion. 9. Perform Steps 5 through 8 for the right fender support and signal lamp assembly. NOTE At this point, the two turn signal pin terminals must be removed from the two-place connector in order to remove the turn signal and directional stand-off from the fender support. The pin terminals will be re-installed to the connector after routing wiring through new directional stand-off and installing stand-off and turn signal to fender support. Follow the instructions under AMP MULTILOCK CONNECTORS in the applicable Service Manual to remove the pin terminals from the two-place con- nector. 10. See Figure 3. Obtain new directional stand-off and cap- screw from kit. Route wiring from turn signal lamp (9) through new directional lamp support (10) and elongated fender support hole (11). INSTALLATION NOTES The upper cup washer (A) must be oriented with the flat side up and the lower cup washer (D) with the flat side down. See Figure 1 for the following procedure. 1. Align the components as shown, and install the risers (2) to the upper fork bracket. The ground wire (G) and the internal tooth lock washer (H) are located on the right side only. Do not tighten the riser mounting screws (I) at this time. 2. If an appropriate Harley-Davidson 1-1/4 inch handlebar has not been installed, install one according to the Instruction Sheet included with the kit, or re-install the handlebar assembly onto the risers. 3. Loosely install riser caps (1) onto the handlebars and risers using four socket head screws (3) as shown. 4. Ensure that the risers stay properly aligned with the handlebar and tighten the riser mounting screws (I) to 50-60 ft-lbs (68-81 Nm) . 5. Adjust handlebar to the desired position, ensure that it is centered on the risers, then, starting with the front screws, tighten the four socket head screws (3) to 12-15 ft-lbs (16- 20 Nm) . 6. Turn the handlebars full right and left. Check that: •The handlebars and triple tree clamps do not contact the fuel tank. •The steering stops function properly. •The wiring and brake line are not pinched or kinked in the steering assembly. •Throttle returns from full open to close at both fork stops. Install proper length brake lines. Incorrect brake line length can adversely affect motorcycle operation, which could cause loss of control resulting in death or serious injury. (00325a) •If you are installing different handlebars, measure the change in distance that will be required from the end of the stock brake line to the brake master cylinder. •Compare this revised length to the brake line provided in your kit. •If the line is more than 2.0 in. (50.8 mm) longer or more than 1.0 in. (25.4 mm) shorter than the above measured distance, see a Harley-Davidson dealer for the correct brake line length
