INSTALLATION NOTE While handling and installing tool box, be careful not to scratch surface. 1. See Figure 1. Attach the toolbox (4) to the toolbox mounting bracket (1) using the three pan head screws (2) and Nylock nuts (3) from the kit. 2. Remove the two button head screws (I) which secure left rear fender support (B) to motorcycle frame (C). Retain screws for reassembly. 3. On models with passenger footpegs: a. For FLSTN models: Remove button head screw (N) and left footrest bracket (O) with attached footrest support (F) and footrest (E). b. For all other models: Remove the locknut (G), hex head bolt (J), spring washer (H) and footpeg (E). Remove the socket head cap screw (K) that secures the footrest support (F) to the frame (C). c. Remove the two bolts, nuts and washers which secure the bottom of the splash guard to the swingarm. This will allow you to move splash guard when installing the new passenger footrest bolt. d. Retain all removed components. 4. On models with passenger footboards: a. Remove the screw securing the passenger footboard assembly to the frame. Remove the footboard assembly. b. Retain all removed components. 5. Slide the top of mounting bracket (1) between rear fender support (B) and frame (C). Align top holes in bracket with fender support holes. Align lower bracket hole with footrest mounting hole in frame. Install the two screws (I), removed in Step 2, in fender support. Do not tighten screws at this time. Footrests must fold up and toward rear of motorcycle if struck. Failure to set footrests to fold up and back could result in death or serious injury. (00366a) 6. On models with passenger footpegs: a. For FLSTN models: Install button head screw (N) and left footrest bracket (O) with attached footrest support (F) and footrest (E) on top of the toolbox bracket (1). Tighten screw to 35-45 ft-lbs (47.5-61.0 Nm). b. For all other models: Refer to instructions in footpeg extension kit, Part Number 49352-00 for installation, and install the extention kit, footrest support and footpeg on top of the toolbox bracket (1). c. Install the two bolts, nuts and washers and secure the bottom of the splash guard to the swingarm. 7. On models with passenger footboards: a. Position footboard assembly, in the same orientation as removed, on top of tool box bracket. b. Install screw removed in Step 4. Tighten to 35-45 ft- lbs (47.5-61.0 Nm)

NOTE Do not allow the threaded studs to damage the gasket sealing surface of the cylinder head. 2. See Figure 7 and Table 1. Mount a cylinder head to the tooling plate (1). 3. Place a head bolt spacer (7) over each stock head bolt and lubricate threads and thrust faces, dowels and studs. Tighten head bolts in a crisscross pattern to 10 ft-lbs (13.5 Nm) . 4. See Figure 1. Align the top plate (7) bolt and dowel holes with the head hole pattern, Screamin’ Eagle logo towards the spark plug. This plate will only fit one way for the cylinder head it is being installed on. If the plate does not align with the head, turn it over keeping the logo towards the spark plug and install the cylinder head. 5. Lubricate the two dowel pins (6) and insert in the top plate and into the cylinder head. 6. Apply lubricant to the two socket head screws (4 and 5). Insert into their respective holes in the plate to the cylinder head and tighten to 5 ft-lbs (6.8 Nm)

REMOVAL Remove Pillion and Rear Fender NOTE If possible, lift the rear of the motorcycle up so the rear wheel drops to the bottom of shock travel. This will help provide clearance between the rear tire and fender when installing the mounting brackets. 1. Open the rider seat. 2. See Figure 1. Remove rider seat post (1), nut (2), and washer (3) from passenger pillion. Slide grabstrap (4) forward off pillion. Save mounting hardware for kit installation. 3. Push passenger pillion forward to release slot on bottom of pillion from post on fender tongue. 4. See Figure 2. Lift pillion up to remove lanyard (1) from hole in center of passenger pillion (2). Then lift pillion away from motorcycle. 5. Disconnect turn signal and tail light electrical connections from back of rear electrical caddy. Note position for later installation. 6. See Figure 3. See Figure 4. Install leave-on bracket (1) to outside surface of inner fender using two button head screws (2) and nuts (3). Tighten screws to 48 Nm (35 ft-lbs). Repeat for opposite side. 2. See Figure 5. Install release/attach weldment (1) to leave- on brackets (2) using two washers (3) and socket head cap screws (4). Tighten screws to 25 Nm (18 ft-lbs). Repeat for opposite side.

INSTALLATION NOTE When removing rear fender reflectors, be careful not to damage fender paint. 1. Carefully remove the rear reflector. Remove any remaining adhesive from the back side of the reflector and any adhesive from the side of the fender. 2. See Service Parts Illustration. Remove the screws, washers, locknuts and clipnuts that attach the fender support cover and fender support to fender. Discard the button head screws but retain the washers (A), locknuts (B,C) and clipnuts (D) for installation. NOTE Prior to performing the following step, obtain a little slack for the turn signal assembly by reaching under the fender and bending open the aluminum tab on the clip securing wiring to fender. 3. Remove the locknut (B) from the turn signal stud (E) and gently remove the turn signal assembly from fender support cover, fender support and fender. Save locknut for installation. The turn signal will remain loosely attached to motorcycle by rear directional wire. 4. Carefully position the side plate between fender support and fender. While holding sideplate in position, line up the screw mounting holes and make sure the turn signal wiring passes through the cutout (slot) in the side plate. Coat threads of screws (1 and 2) from kit with Loctite 243 (blue) (Harley-Davidson part number 99642-97) and install locknut and clipnut, however do not tighten completely. 5. Add Loctite 243 (blue) (Harley-Davidson part number 99642-97) to turn signal stud and install through fender support cover, fender support, side plate and fender. Install locknut and tighten to 8-13 ft-lbs (11-18 Nm). Making sure sideplate remains aligned, return to fender support screws and tighten to 8-13 ft-lbs (11-18 Nm). 6. Reach under fender and position turn signal wiring into tab on clipnut. 7. Obtain reflector (3) from kit. Peel off protective strip backing and firmly press reflector (3) to side plate (4), centering reflector horizontally and vertically. 8. Repeat steps 1 through 7 on opposite side of fender

INSTALLATION 1. Remove the seat. 2. See Figure 1. Loosen the two socket head screws on the instrument panel console. Raise the console enough to access the two pushnuts holding the upper end of the leather insert. Remove and discard the pushnuts using pliers or a blade-type screwdriver. 3. Remove and discard the phillips head screw (3) and washer (4) securing the lower portion of the leather insert to the fuel tank. Remove the leather insert and discard it. 4. Obtain the dash panel extension (1) and the dash panel extension trim (2) from kit. Place the dash panel extension on the dash panel extension trim making sure the panel is centered and fits cleanly into the lips on both sides of the trim. 5. Gently lift up on the rear of the instrument panel console and install the dash panel extension with the rubber dash panel extension trim underneath, butting the two together. Make sure the rubber dash panel extension trim is aligned with the dash panel extension. Finger tighten the two socket head screws to hold down the instrument panel temporarily in place. NOTE The console rubber trim from a stock vehicle may need to be trimmed slightly to assure proper fit. NOTE When performing the next step, note that proper alignment is achieved when space is eliminated between the instrument panel console and/or between the dash panel extension trim piece and the fuel tank. Due to variances in fuel tank and instrument panel console fitments, the foam pads are used on “as needed” basis to achieve proper alignment. It may be necessary to experiment a few times using various combinations of pads to achieve the desired alignment. In some cases, pads may not be necessary while in others, it may be necessary to use all with one stacked above another. 6. Observe the overall fitment of the panels over the tank and determine whether the foam pads will be necessary to achieve the desired alignment. 7. If necessary, remove the dash panel extension assembly. Peel the adhesive backing and install the needed foam pads (5) to the raised areas extending from the front of the dash panel extension as shown. Re-install the panel. 8. When the proper alignment between the new kit and the fuel tank is achieved, tighten the rear mounting screw (3) with the washer (4) to the speed nut located on the tab at the rear of the fuel tank. 9. Tighten to 18-24 in-lbs (2.0-2.7 Nm). 10. Tighten the instrument panel console?s two socket head screws to 18-24 in-lbs (2.0-2.7 Nm). 11. Install the seat

REMOVAL NOTES Cover the fuel tank with clean shop towels to prevent scratching. If replacing the handlebar, refer to the service manual to remove controls, hand levers, handlebar and risers. If only the risers are being replaced, proceed as follows: 1. Remove the two hex head cap screws and split lock- washers on the underside of the upper fork bracket that hold the currently installed risers in place. Discard the screws, but retain the lockwashers for assembly. Retain all additional components from the riser assembly when the screws are removed. 2. Remove and discard the four screws that fasten the currently installed handlebar upper clamp(s) to the risers. Remove and discard the clamp(s). Remove the handlebar from the risers and carefully set the handlebar on the fuel tank. INSTALLATION NOTES See Figure 3. The upper cup washer (A) must be oriented with the flat side up and the lower cup washer (D) with the flat side down. 1. See Figure 3. Align the components as shown, and install the risers (2) to the upper fork bracket. The ground wire (G) and the lock washer (F) are located on the right side only. Do not tighten the riser mounting screws (4) at this time. 2. If an appropriate Harley-Davidson 1-1/4 inch handlebar has not been installed, install one according to the Instruction Sheet included with the kit, or install the handlebar assembly onto the risers. 3. Loosely install riser caps (1) onto the handlebars and risers with the Bar & Shield toward the front of the motorcycle (Figure 1, Item 1). Check that the risers stay properly aligned with the handlebar and tighten the riser mounting screws following the instructions in the service manual. 5. Adjust handlebar to the desired position, verify that it is centered on the risers, then tighten the front socket head screws (3) to 12-15 ft-lb (16-20 Nm) . There should be no gap at the front of the risers.

INSTALLATION Do not exceed saddlebag weight capacity. Put equal weight in each bag. Too much weight in saddlebags can cause loss of control, which could result in death or serious injury. (00383a) NOTES Maximum saddlebag weight capacity is 7 lbs (3.18 kg) for each bag. Proper installation of these kits requires that tasks be completed for one side of the motorcycle first before continuing to the opposite side. 2000-2002 Models with Wide Tire Kit 1. See Figure 1. Remove and discard stock screws (1) and washers (2) from fender support. Button head screws from wide tire kit must be installed with button heads on inside of fender. Fastener contact with tire can lead to premature tire failure, which could result in death or serious injury. (00417b) 2. See Table 3. Determine appropriate screw from wide tire kit. 3. See Figure 2. Install saddlebag using screw (from wide tire kit) (1), washer (2) and nut (3). The screws are installed from inside to outside of fender. NOTE If you do not have the appropriate screw from the wide tire kit, it can be purchased from a Harley-Davidson dealer. Table 3. INSTALLATION Remove Existing Equipment To prevent accidental vehicle start-up, which could cause death or serious injury, remove maxi-fuse before proceeding. (00251a) 1. Refer to the Service Manual and follow the instructions given to remove the maxi-fuse. 2. Remove outer fairing and windshield. Refer to OUTER FAIRING/WINDSHIELD REMOVAL in Service Manual. 3 2 1 is 00397 1. Socket head screw (4) 2. Radio support bracket (2) 3. Radio Figure 1. AM/ FM Radio Installation 3. See Figure 1. Using a long shank ball end socket (Snap- on® FABL6E or equivalent), remove the four socket head screws (1) to release the storage box from the left and right radio support brackets (2). Use the oblong holes in the fairing brackets to access the screws. Install Radio 1. Pull the storage box forward to remove the box from the opening in the inner fairing. Discard the storage box. 2. Position the radio (3) between the radio support brackets and push it into the opening in the inner fairing. 3. Align the threaded inserts in the sides of the radio with the oblong holes in the left and right radio support brackets. 4. Starting at the rear, install the four socket head screws previously removed. Alternately tighten the screws to 35- 45 in-lbs (4.0-5.1 Nm). 5. Plug the 23-place radio socket housing [27A] (part of the interconnect harness already installed on the vehicle) into the back of the radio. 6. Remove three T25 TORX® screws that hold the speaker opening cover on one end of the fairing. Discard the cover and screws. Install Speakers 1. See Figure 3. If the speaker (3) and adapter (4) are not assembled, or are assembled incorrectly, orient the speaker on the adapter and grille assembly so the speaker spade contacts are toward the side of the adapter with the widest edge. Snap the speaker into the adapter using finger pressure only.

Remove Stock Shift Lever and Footrest Assembly 1. See Figure 1. Loosen the shift lever retaining screw (2) securing the shift lever (1) to the shifter shaft. Slide the shift lever off the splined shaft. Remove shifter peg from lever and save for installation. Discard shift lever. 2. Remove the two socket head screws (4) securing the footrest bracket (3) to the frame and remove footrest. Discard screws. 3. See Figure 6. Obtain two hole plugs (1) from kit and firmly press plugs into frame screw holes remaining from footrest removal. 4. See Figure 2. Remove the retaining ring (1) from the clevis to free the footrest clevis pin (4). Remove the clevis pin and footrest (3) from the footrest support. Save footrest for installation. Remove Left Footrest from Support Remove Stock Brake Pedal and Footrest Assembly 1. See Figure 3. At the right footrest, remove the retaining ring (1) clevis pin (2), footrest (3) and spring washer (4). Discard all hardware but save footrest for installation. 2. Remove the exhaust to access the brake rod. Follow the instructions in the appropriate Service Manual. 3. Remove brake rod (5) from brake pedal and master cylinder bell crank. Discard brake rod INSTALLATION Install Forward Control Brake Pedal and Footrest Assemblies 1. See Figure 5 and Figure 6. At the lower front of the right frame downtube, remove the two screws securing the J- clip (B) to the frame. Discard the screws but save J-clip for installation. 2. Install the other end of the brake rod into the brake pedal assembly (8). Tighten to 84-144 in-lbs (9.5-16.3 Nm) . NOTE Assemble the brake pedal and footpeg clevis onto the footrest support bracket (as described in the next step) prior to mounting the support bracket to the frame. This will allow easier installation of the footrest mount clevis retaining ring (installed to grooved end of footrest mount clevis). 3. Slide the brake pedal (8) onto footrest mount clevis (11) then slide clevis into footrest/brake pedal support bracket (9). Align hole in the clevis with hole in the support bracket and install screw (6). Tighten the screw to 18-22 ft-lbs (24.4-29.9 Nm) . 4. Install the footrest mount clevis retaining ring (18) to the groove at the end of the footpeg clevis. 5. Position the J-clip (from Step 1) against the frame aligning the mounting holes. Mount the footrest/brake pedal support bracket (9) and J-clip to frame using the new screws (3). Tighten the bracket to 45-50 ft-lbs (61.1- 67.9 Nm) . 6. Obtain the brake rod (15) from kit and thread one end into the master cylinder bell crank. Tighten to 120-180 in-lbs (13.6-20.3 Nm) . 7. Install footpeg on clevis with spring washer (2). Make sure spring washer is positioned inside clevis (11) with the square edge toward the inside. Align holes and push clevis pin (7) from top down through hole in clevis. Secure clevis pin using the new retaining ring (17). 8. Install exhaust following the instructions in the appropriate Service Manual. Install Forward Control Shift Lever Assembly

INSTALLATION 1. Remove all contents from Tour-Pak®. 2. For easier installation, remove Tour-Pak rack, if installed, by removing cap screw, washers and mounting pads. 3. See Figure 1. Remove rubber plug from bottom rear rail on left side of rack. 4. See Figure 2. Use line wire feeder in kit to thread through left rear rack foot and out through the back opening of rail. 5. Attach light harness wires to line wire feeder loop. 6. Carefully pull line wire feeder and light harness wires through rack mounting foot. 7. See Figure 5 and Table 1. Apply foam pads (5) to top surface of light. 8. Secure light (1) to rack with socket head screws (4) and washers (6). 1 is05242 1. Plug Figure 1. Left Side Rack Plug 1 is05244 1. Line wire feeder Figure 2. Thread Wires Through Rack 9. Position rack/light assembly to Tour-Pak lid and route wires through lid, washer and hollow mounting bolt. 10. Attach rack/light assembly to Tour-Pak using instructions and hardware provided with rack except for use of hollow bolt from Step 9. 11. Remove Tour-Pak liner. 12. Thread wires through black vinyl conduit. 13. Ultra Classic models: Follow Steps 14 through 2114. Locate and disconnect three pin AMP connector for Tour- Pak lights. 15. See Figure 3. Attach the Y-harness (2) to the three pin male connector (1) of Tour-Pak harness. 16. Route light wires from back of Tour-Pak along left side to front. Secure conduit with adhesive clips provided in kit. 17. Trim length of light wires and conduit to reach Y-harness. 18. Refer to the Service Manual electrical appendix to install terminal pins (8) to rack light wires and install terminals to three pin housing (7) as follows: a. #1 cavity = blue lead b. #2 cavity = red with yellow lead c. #3 cavity = black lead 19. Connect rack light to remaining Y-harness connector. 20. Replace Tour-Pak liner. 21. Check operation of Tour-Pak tail and stop light functions before operating motorcycle. 22. Classic models: See Figure 4. If necessary, drill hole in lower left bottom of Tour-Pak and install grommet. Route rack light wires through grommet. 23. Refer to the Service Manual electrical appendix to install terminal receptacle (8) to rack light wires and install terminals to three pin receptacle housing (7) as follows: a. #1 cavity = blue lead b. #2 cavity = red with yellow lead c. #3 cavity = black lead NOTE To prevent corrosion, fill the cavities of the connectors with dielectric grease (included in kit) prior to making connections. As an additional precaution against moisture seepage into the Tour-Pak, apply silicone sealant (not included in kit) to the entrance of the light harness wire tunnel. See figure 2 for location reference. 24. Connect rack light to male connector of two connector wire harness (12) and connect to accessory connector under seat. 25. Replace Tour-Pak liner. 26. Check operation of Tour-Pak tail and stop light functions before operating motorcycle
