REMOVAL 1. See Figure 1. Remove four rear fender mounting bolts (1) and washers (2). If necessary, move the ECM to access the four fender mounting bolts. 2. Disconnect the tail lamp following the instructions in the appropriate service manual. 1 2 is05463 1. Bolt (4) 2. Washer (4) Figure 1. Fender Mounting Bolts INSTALLATION NOTE There are bosses molded into the inside of the fender to use as the hole drilling templates. 1. See Figure 2. Apply masking tape to the outside painted surface of the fender at the three hole locations (1 and 2). This will protect the painted surface during the drilling operation. 2. Put the fender on a work bench, painted surface down. Use clean, soft cloth between the fender and the work bench to protect the paint finish. NOTES Drilling each hole in the fender is a two-step procedure that requires a specific type of drill bit to avoid damaging the fender. 3. See Figure 2. Use a 1/2-inch spade bit or 1/2-inch unibit (do not use a spiral-type drill bit) to drill three holes from the inside of the fender through the three pilot hole bosses (1 and 2). Stop drilling when the tip of the bit just pierces the outside surface of the fender. 4. Turn the fender over so the painted surface is now facing up. Complete each hole by using the same 1/2-inch drill bit at each of the pierced holes. Clean excess material from the holes and clean the fender surface of any debris. 5. See Figure 5. Remove the masking tape from the holes and apply the protective tape (3) to the painted surface using the drilled holes for alignment. 6. See Figure 3. Put the luggage rack (1) upside down on the work bench and align the holes in the luggage rack with the holes in the fender (2).

Kit Contents See Figure 5 and Table 1. PREPARATION To prevent accidental vehicle start-up, which could cause death or serious injury, remove main fuse before proceeding. (00251b) 1. Refer to the service manual and follow the instructions given to remove the main fuse. 2. Remove the rider seat and passenger pillion per the instructions in the service manual. 3. See Figure 1. Remove the four rear fender mounting bolts (1) and washers (2), and the passenger grab strap (3). If necessary, move the ECM to better access the fender mounting bolts. 1 3 2 is05463a 1. Bolt (4) 2. Disconnect the six-way tail lamp socket housing and four- way turn signal lamp socket housing from the vehicle main harness following the instructions in the service manual. Disconnect the two-way license-plate illuminator socket housing from the tail lamp harness. 5. If a luggage rack, sissy bar upright or both have been mounted on the rear fender , remove the two screws and washers, and two carriage bolts and nuts that secure the luggage rack bracket to the seat pan. NOTE The rack and/or upright will remain attached to the rear fender when the fender is removed. 6. Remove the rear fender from the seat pan by lifting upward and sliding the fender back. 7. If a center-mounted license bracket is installed, it can remain attached to the seat pan. If a side-mounted license bracket is installed: a. Remove the license plate from the vehicle (if installed), and set aside for later installation. b. See Figure 2. Remove the two bolts (8) holding the side license-plate bracket (1) to the seat pan (9). c. Remove the license-plate adjuster bracket (2) carriage bolt (3), washer (4) and lock nut (5), and the license- plate illuminator (6) and screws (7) from the bracket. d. The original equipment (OE) license-plate bracket (1), screws (7) and bolts (8) can be discarded. Set the remaining items aside for installation to the new side license-plate bracket. 8. Remove and discard the rear side reflectors (10). If a center-mounted license bracket is installed, remove the reflectors from the license bracket sides. Remove any residual adhesive from the bracket. If a side-mounted license bracket is installed, remove the reflectors from the upper frame just forward of the shock absorbers. Remove any residual adhesive from the reflector mounting area on the frame. NOTE Access to the shock absorber adjustment collar is more difficult with the saddlebags in place. 9. Adjust the rear suspension preload, if desired, per the instructions in the service manual

Do not exceed luggage rack weight capacity. Too much weight can cause loss of control, which could result in death or serious injury. (00373a) INSTALLATION Passenger Upright 1. Unscrew the captive screw fastening the seat rear bracket to the fender. 2. Remove the rubber plugs from the three holes in the rear fender where the passenger upright installs. 3. See Figure 2. Fasten the studplate (2) to the fender (A) with the backing plate (3) and three flange locknuts (4). 4. See Figure 1. Fasten the passenger upright (3) to the studplate (1) with three flange locknuts (2). 5. Insert the seat front bracket into the frame, then fasten the seat rear bracket to the fender. NOTE The seat must be temporarily bowed up in the center to fit the seat rear bracket through the slot in the passenger upright. 6. Kit 51144-02 only. See Figure 2. Carefully clean the lower hole (B) on the passenger upright (1) with isopropyl alcohol to remove any grease or dirt. Remove backing from adhesive emblem (5) and press the emblem firmly in to place. After installing seat, pull upward on seat to be sure it is locked in position. While riding, a loose seat can shift causing loss of control, which could result in death or serious injury. INSTALLATION NOTE While handling and installing tool box, be careful not to scratch surface. 1. See Figure 1. Attach the toolbox (4) to the toolbox mounting bracket (1) using the three pan head screws (2) and Nylock nuts (3) from the kit. 2. Remove the two button head screws (I) which secure left rear fender support (B) to motorcycle frame (C). Retain screws for reassembly. 3. On models with passenger footpegs: a. For FLSTN models: Remove button head screw (N) and left footrest bracket (O) with attached footrest support (F) and footrest (E). b. For all other models: Remove the locknut (G), hex head bolt (J), spring washer (H) and footpeg (E). Remove the socket head cap screw (K) that secures the footrest support (F) to the frame (C). c. Remove the two bolts, nuts and washers which secure the bottom of the splash guard to the swingarm. This will allow you to move splash guard when installing the new passenger footrest bolt. d. Retain all removed components. 4. On models with passenger footboards: a. Remove the screw securing the passenger footboard assembly to the frame. Remove the footboard assembly. b. Retain all removed components. 5. Slide the top of mounting bracket (1) between rear fender support (B) and frame (C). Align top holes in bracket with fender support holes. Align lower bracket hole with footrest mounting hole in frame. Install the two screws (I), removed in Step 2, in fender support. Do not tighten screws at this time. Footrests must fold up and toward rear of motorcycle if struck. Failure to set footrests to fold up and back could result in death or serious injury. (00366a) 6. On models with passenger footpegs: a. For FLSTN models: Install button head screw (N) and left footrest bracket (O) with attached footrest support (F) and footrest (E) on top of the toolbox bracket (1). Tighten screw to 35-45 ft-lbs (47.5-61.0 Nm). b. For all other models: Refer to instructions in footpeg extension kit, Part Number 49352-00 for installation, and install the extention kit, footrest support and footpeg on top of the toolbox bracket (1). c. Install the two bolts, nuts and washers and secure the bottom of the splash guard to the swingarm. 7. On models with passenger footboards: a. Position footboard assembly, in the same orientation as removed, on top of tool box bracket. b. Install screw removed in Step 4. Tighten to 35-45 ft- lbs (47.5-61.0 Nm)

Kit Contents See Figure 3 and Table 1. INSTALLATION 1. Remove existing seat according to Owner’s Manual Instructions. Save all attaching hardware. 2. See Figure 1. Install two flange nuts (1) from kit onto the seat mounting studs. Tighten flange nuts to 5-8 ft-lbs (7- 11 Nm) . 1 is03023 1. Install flange nuts Figure 1. Flange Nut Locations NOTE See Figure 3 for Steps 3-6. 3. Remove two screws (A) and rear mounting bracket (B) from stock seat. Save all hardware. 4. Install the rear mounting bracket (B) removed in Step 3 onto the new seat using the seat bracket screws (A). Tighten screws to 19 in-lbs (2.1 Nm) . 5. Install new seat (1) on the motorcycle by inserting the tab at the front of the seat into the slot at the rear of the fuel tank. After installing seat, pull upward on seat to be sure it is locked in position. While riding, a loose seat can shift causing loss of control, which could result in death or serious injury. (00070b) 6. Fasten rear seat bracket (B) to fender nut using stock mounting screw (C). 7. See Figure 2. To install grabstrap, remove front screw and washer from rear fender support. Install grabstrap with thick washers (1), thin washers (3) and screws (4) from kit. Tighten to 21-27 ft-lbs (28-37 Nm)

REMOVAL Remove Pillion and Rear Fender NOTE If possible, lift the rear of the motorcycle up so the rear wheel drops to the bottom of shock travel. This will help provide clearance between the rear tire and fender when installing the mounting brackets. 1. Open the rider seat. 2. See Figure 1. Remove rider seat post (1), nut (2), and washer (3) from passenger pillion. Slide grabstrap (4) forward off pillion. Save mounting hardware for kit installation. 3. Push passenger pillion forward to release slot on bottom of pillion from post on fender tongue. 4. See Figure 2. Lift pillion up to remove lanyard (1) from hole in center of passenger pillion (2). Then lift pillion away from motorcycle. 5. Disconnect turn signal and tail light electrical connections from back of rear electrical caddy. Note position for later installation. 6. See Figure 3. See Figure 4. Install leave-on bracket (1) to outside surface of inner fender using two button head screws (2) and nuts (3). Tighten screws to 48 Nm (35 ft-lbs). Repeat for opposite side. 2. See Figure 5. Install release/attach weldment (1) to leave- on brackets (2) using two washers (3) and socket head cap screws (4). Tighten screws to 25 Nm (18 ft-lbs). Repeat for opposite side.

INSTALLATION (2000 THROUGH 2002) Refer to the instructions included with kit 53388-03 for installation on 2000 through 2002 models. INSTALLATION (2003 AND LATER) NOTE To keep the fender aligned, completely install the sideplate on one side of the motorcycle before proceeding to the second side. The sissy bar should be installed last. 1. For models equipped with saddlebags: a. Remove the saddlebag, and retain the mounting hardware for later reinstallation. b. See Figure 1. Remove the bolt (A) and washer (4) that secures the rear fender to the fender brace. Discard the bolt and washer. Remove and retain the two saddlebag mounting studs (C) and nut plate (D) for later use. For models NOT equipped with saddlebags: a. See Figure 1. Remove the two rearmost bolts (A), washers (4) and nut plate that secure the rear fender to the fender brace. Discard the bolts and washers. b. Remove the bolt (B) and washer (4) that secure the fender and brace to the frame. Discard the bolt and washer. 2. See Figure 1. Position the correct sideplate to the outside of the fender brace. 3. With saddlebags: Apply LOCTITE 243 (blue) to the 3/8- 16 threads of the saddlebag mounting studs (C) and reinstall the studs through the sideplate, fender brace, frame and fender, and thread into the stock nut plates (D). Install one chrome 3/8-16 screw (3) and chrome washer (4) from the kit through the rear hole in the sideplate, fender brace and fender, and thread into the stock nut plate (D). Without saddlebags: Install three chrome 3/8-16 screws (3) and chrome washers (4) from the kit through the holes in the side plate, fender brace and fender, and thread into the stock nut plates (D). 4. Repeat steps 1-3 for the opposite side. 5. Install a sissy bar (not included in the kit) into the side- plates. Apply LOCTITE 262 (red) to the threads of the chrome 1/4-20 capscrews (5) and insert them into the sideplate holes. Tighten to 8-10 ft-lbs (11-14 Nm) . 6. Tighten the bolts (3) and/or saddlebag mounting studs to 21-27 ft-lbs (28.5-36.6 Nm) . 7. Reinstall the saddlebags

Remove rear turn signals using service manual instruc- tions. 5. See Figure 1. Clip the cable strap (1) to free the rear harness from the chassis seat pan. 6. Remove the two rear fender support cover screws (1) and remove covers (2) and fender mounting -J04721 bracket (4). Repeat for opposite side and carefully remo ve fender and place it on a non-scratch surface. 8. See Figure 3. Clip and remove two cable straps (1). Pull wire harness three inches towards the license plate bracket. 9. Remove flange nuts (2) from both sides of license/tail light bracket stud plates (3) and remove bracket. Install new license/tail light bracket using stud plates and flange nuts previously removed. Tighten nuts to 5-6 ft-lbs (6.8-8.1 Nm) . 11. See Figure 2. Install rear fender by installing two screws (1) on each side through the fender support covers (2), frame rails (3) and into the fender mounting brackets (4). Tighten to 12-18 ft-lbs (16.3-24.4 Nm) 12. See Figure 1. Connect rear harness connector to 8-place connector on main harness. 13. Use a large cable tie strap from kit to secure the rear harness to seat pan. 14. Install rear turn signal lights using service manual instructions. 15. Verify that there is no excess wire harness near the stud plate then secure the harness with a large cable strap where the straps were previously removed. 16. See Figure 4. Secure the turn signal harness (3) to the stud plate (1) using small cable strap (2) and route the turn signal wire through the tail light bracket clip (4) as shown.

1. Remove items as shown using straight blade screwdriver. Pry off the two fork cover caps and with a 5mm allen wrench, unfasten the two bolts (Figure 1A). Remove fork cover. a. Pull outward and forward to remove left hand side covers. (Figure 1B) b. Using 8mm and 10mm wrenches, remove the three bolts from the left hand disc cover. Repeat for right side disc cover. (Note for re-installation; the top 10mm bolts (Figure 1C) do not have collars included.) c. Using the Phillips screwdriver, unfasten speedometer cable (figure 1D) d. Using the 8mm wrench, remove the left hand side fender bolts (figure 1E) e. Using the 8mm allen wrench, remove the four top bolts (figure 1F) from the fork stay bracket, and remove bracket. 2. With the rear fender off the motorcycle, hold front fender extension in place and using center punch and hammer, light tap the three drilling locations (figure A). Set the fender extension aside and drill three ¼ inch holes at marked locations (figure B). 3. Attach fender extension to fender with hardware provided (figure 3). 4. Re-install all items previously removed in step 1.

INSTALLATION NOTE When removing rear fender reflectors, be careful not to damage fender paint. 1. Carefully remove the rear reflector. Remove any remaining adhesive from the back side of the reflector and any adhesive from the side of the fender. 2. See Service Parts Illustration. Remove the screws, washers, locknuts and clipnuts that attach the fender support cover and fender support to fender. Discard the button head screws but retain the washers (A), locknuts (B,C) and clipnuts (D) for installation. NOTE Prior to performing the following step, obtain a little slack for the turn signal assembly by reaching under the fender and bending open the aluminum tab on the clip securing wiring to fender. 3. Remove the locknut (B) from the turn signal stud (E) and gently remove the turn signal assembly from fender support cover, fender support and fender. Save locknut for installation. The turn signal will remain loosely attached to motorcycle by rear directional wire. 4. Carefully position the side plate between fender support and fender. While holding sideplate in position, line up the screw mounting holes and make sure the turn signal wiring passes through the cutout (slot) in the side plate. Coat threads of screws (1 and 2) from kit with Loctite 243 (blue) (Harley-Davidson part number 99642-97) and install locknut and clipnut, however do not tighten completely. 5. Add Loctite 243 (blue) (Harley-Davidson part number 99642-97) to turn signal stud and install through fender support cover, fender support, side plate and fender. Install locknut and tighten to 8-13 ft-lbs (11-18 Nm). Making sure sideplate remains aligned, return to fender support screws and tighten to 8-13 ft-lbs (11-18 Nm). 6. Reach under fender and position turn signal wiring into tab on clipnut. 7. Obtain reflector (3) from kit. Peel off protective strip backing and firmly press reflector (3) to side plate (4), centering reflector horizontally and vertically. 8. Repeat steps 1 through 7 on opposite side of fender
